The motor loads that you are applying to the batteries will drop the battery voltage down to bulk charging mode almost instantaneously. You won't have to worry about using the maximum output of the panels. The only time you won't use the full output of the panels is when the batteries are in the absorption and float stages with little or no demand on the batteries and they are close to being fully charged.
