Hang Kai in China has a couple of 1.2 kw and below models. I've got a 1.2 for $400 on Aliexpress but Amazon sells them now. Haven't tested mine yet but seems well built. A guy on this list had one that he said was still running after a year. They also make a 2 kw version with a submerged motor.

It is designed and manufactured by Electric Paddle (PropEle) in Seattle, WA and is a great little (and very light weight) outboard for dinghies.
