Hang Kai in China has a couple of 1.2 kw and below models. I've  got a 1.2 for $400 on Aliexpress but Amazon sells them now. Haven't  tested mine yet but seems well built. A guy on this list had one that he said was still running after a year. They also make a 2 kw version with a submerged motor.

We have been working with them for four years now here in the U.S. We have had very few problems with the motors and the few repairs we have had to do were taken care of quite easily and under warranty. The company is made up of young, forward thinking, enthusiastic engineers and marketing professionals. We have met many of them including the CEO and have enjoyed discussing their ideas and talking about the electric propulsion outlook for the future with them. We have been working with electric propulsion systems since 2010 and would not be carrying the ePropulsion products if my husband, a professional electrical engineer, did not feel it was a well designed and quality product that we could offer to our customers with confidence. They are now offering a new 2021 line of outboards called EVO which regenerate! Yes, regenerate. We have not had a chance to try one yet for ourselves as the first ones will not be in the US until late March or early April. That first shipment is already partially sold. 
We only carry one other electric outboard motor which is smaller than the 1kW(3hp equivalent) Spirit1.0. That is the EP Carry, which is a 1.5hp equivalent. It is designed and manufactured by Electric Paddle (PropEle) in Seattle, WA and is a great little (and very light weight) outboard for dinghies.
