Maybe a bicycle or motorcycle cable setup, with levers? It will be difficult to have a full range of motion though. Perhaps adapting a powerboat remote outboard engine throttle and steering setup? I have never done that, mostly just used a piece of PVC pipe for a tiller extension. You could also try extending the shaft and moving the motor mount higher. Couple another piece of drive shaft and make a fiberglass extension of the shaft casing. There is a guy in Panama who has done something like that with his DIY electric outboards for his homebuilt solar electric catamaran. Look for his youtube videos for examples.
