It's an interesting idea, but can you get a 48 to 24V converter that can handle that much power continuously?
The Torqeedo can take up to 80A, if I remember correctly (83A @ 24V = 2000W).
The eBike batteries vary in capacity up to 30AH. 25A would get you about 600W, which might be enough for a rather sedate backup speed. Even that - 25A is a LOT to regulate down from 48V to 24V.
