I'm sure that you've read my positive reviews of my ElCon charger. The chargers can be configured for lead acid or lithium batteries, but the programming must be done at the factory service center. Luckily, there is one in the US, in Sacramanto, CA. They are sold and supported through www.ZivanUSA.com . I don't know if ElCons "wake-up" periodically to see if they should start another charging cycle, I only plug mine in when I'm ready to charge. You should ask ElCon if you're really interested.
The ElCon chargers are rated for IP46, the solids "4" means protected against physical intrusion >1mm, and the liquids "6" means protected against high pressure water jets from any direction. They are not protected against immersion (7 or higher).
I'll keep my ears open for anyone needing a 144V charger... ;)
