I think they mean "fish-tailing." It is common in pontoon type craft if any of the following are present:
Pontoons are out of alignment, towed in or out; in a crosswind; poor or no rudder authority; surging on electric drive motors due to having a poor or no balancing regulator on the drive motors in conjunction with a wide placement of props, etc.
