[Electric Boats] boat registration and hull number help, this is going ot be confusing.....

 

I bought a boat a few months back. The guy sold it to me for one of his friends, and the next week sold me an outboard johnson 75. I was TOLD this was an 1986 challenger 15'. Everything is accurate except the year. Come to find out the hull vin number has been tampered with and missing the last 3 out of 12 numbers. The state registration numbers are still showing it is registered to someone totally different than who I bought it from. BUT NOT STOLEN. The state sticker however matches the registration rec i got when i bought the boat. You would think the previous owner ( that i got the boat from) was lazy and because he had a similaur boat and didnt want to pay for two boats being registered so he just put the registration sticker on the older boat. The marine police here are telling me that because the registration paper says its an 86 even though the marine poilce dept can pull up the previous owner and what the boats real year is, the marine poilceofficer wants to start taking things off the boat and cutting to find the 2nd hull vin number. How can i not damage the boat. and still get it registered? I am so frustrated at all this back and forth. its like ok they dont want to except that its an 80 but that is an 86 and damage my good solid boat, and make it to where i have to do major repairs to MAYBE find a 2nd number. when it probably doesnt have one anyways, because it was made before 84. i have done so much research on the challenger boats till I am blue in the face. I am finding alot of informatiopn but nothing that is usefull just a bunch of dead ends.
