You can measure the density of the electrolite using a hydrometer any time to determine the batteries state of charge. This method can be used at any time, even with the cell under full load, as it measures the chemical potential, not the electrical. The hydrometer is calibrated on the float to show the state of charge. Old school.

How can you know when you are at 40%? Under load, the batteries are always lower than "resting state" voltage - which is what everyone says to measure - so how do we figure out what 40% is? Should we estimate from amp-hours and capacity?
