Greenlee makes some nice square punches for steel. They can be a bit pricy for a single use application like yours, but it looks to me like you might want to look at the datasheet for the part:
If you can find a surface at 90 degrees to the desired shaft orientation to mount to, you might get away with regular drill bits for the job...

If I recall, ABS plastic is a little more weather (UV?) resistant, though you may still want a sacrificial canvas cover over it to provide some protection from both sun and water.

It's on my list as currently I'm just using a little mounting bracket to hold it near the helm and a little 8mm socket to turn the shaft forward and reverse. The whole thing is exposed to the weather so I disconnect it when not in use snd stow it. Time to build a weather proof housing and handle.
I realized I don't know how to punch a square hole in steel. I guess that's a job for a CnC machine. What have you guys done for the housing and throttle lever?
