When you get the model number go to this website and look up the parts diagram for it.
It will tell you whether it's a resistance or PWM controller and how the shaft should fit.
If it's PWM I bet the throttle pot is either worn or dirty, you can order a new one from the above site.
I know on my older 50AT motors there is an opening in the top of the shafts that could allow water to enter the lower motor pod. In nearly ten years of operation on my boat I have never had that, and my motors sit out in all conditions including winter. Most of this time they are stowed on deck as they would normally with a bow mount design.
