If it's an older Duffy that uses the standard golf cart system, I don't know if newer ones still use golf cart parts; there is a large forward/reverse rotary switch that switches the actual polarity of the heavy cables to the motor. On one side of the switch shaft is the throttle handle. On the other side is a potentiometer (pot) that connects to the motor controller to control the speed. It sounds like the pot and controller are working properly so the problem is with the switch or another part of it...
I've never had the switch apart but have changed the pot. There is a mechanism that allows the switching of the contacts from off to forward and reverse then allows the throttle handle to move further forward or aft once the switch has made contact in order to turn the pot on the other end of the shaft to increase speed. I suspect your problem is in this mechanism.

Subject: [Electric Boats] Motor only runs in reverse
My Duffy Electric did something new today. We backed off the lift normally then went back to the dock for something we forgot. After backing out again the boat only runs in reverse. Same when the throttle is forward or back. Engine sounds normal but boat only goes backward. Any ideas what is causing this?
