Did you buy it new? This 1/2" gap makes me wonder if you're experiening the result of a previous owner's "fix".
Also, the control might be more than a simple reostat.

Also the mini Kota has a big gap 1/2"? between the top of the housing and the lower part of the 'head' should this be taped up so water dosnt get in it or left open for cooling
