Well half the solution is solved. I'm the proud owner of a 2 Rayeo System 400 48v electric outboards. I was able to purchase a couple of older I presume outboards from a real jewel of a gentleman in California that is retiring. The units are grey and not white so I think they don't come with the newer PMAC motors or the slip clutchs but none the less I'm sure they will still run like band new and have plenty of miles left in them.
