The five minute wait may be automatic thermal cutout, a safety feature to avoid cooking the motor.   Immediately after shutdown a motor often gets hotter than when running because the cooling fan is off and it is often in an enclosed space.  If you cannot hold your hand on the motor for over a whole minute then it is too hot.  If you spit on it and get a sizzle , it is too hot.   You could try a bilge blower in the compartment or an open hatch for extended running as an experiment  to see if it still happens.

I think its more likely in the solenoids or controller. However, if you need to rewind the motor, I have rewound two 2hp, 24v motors and its a bargain compared to replacing it. Just google motor rewind in your area for a price.
