Water will not put a Li-Polymer fire out.It may take some heat out, but
the chemical reaction will continue.  All you can do is contain it. The
special bags are insulated and the idea is to let the chemicals burn
them selves out in a 'safe' manner. The energy dense LiPo batteries have
the oxidizer and the fuel all in together, so once the reaction starts,
the only option of the 'fire triangle' is to attempt to take the heat out.

A work acquaintance is in a model club where they regularly torture
batteries (rapid charging), they have to have a steel bucket and a bag
of sand at hand. If a battery starts to get a little hot and bothered,
the procedure is to toss it in the steel bucket and smother it in sand
and leave it to burn itself out.
