Thought I would share our experiences with boats like your Chance 30/30. It is a respected older 1/2 ton racer and has a good following and value in the market. If you "under power" the boat, it would indeed meet your specific needs but any future owner would be likely less impressed with its performance or value. I know that none of us expect to find ourselves off a lee shore with a rising sea and wind, but it does happen and if you cannot power off to keep the boat and passengers safe, that is not acting as a responsible mariner.
The cost difference between a 5kW and a 10kW motor is very little, less than 20%. I would not recommend a motor less than 10kW. I would also recommend a new propeller for the boat as the gas propeller is not really compatible for the torque and rpm of either a diesel or electric drive.
