Check the data plate on teh motor. It should give max amps or total watts. One HP is about 750 watts.

I'm no golf cart expert, but I think standard golf carts are usually about 3 HP.  So i'd bet your closer to the 5.5 HP than the 11 HP guess.  But I'd say 5.5 HP is probably over optimistic.  Most motors have some name plate info on their side.  Crawl under it with a flashlight and have a see.

That looks way too complicated and not very robust.
Why not just use a golf cart controller like I do?
I have two Minn Kota 50AT's on 24 volts and the controller can run up to 36 if I choose.
The controller is mounted in a separate encloser away from the elements and it's just two wires into the motors.
You can also use a remote control in place of a the pot if you need.
If I get ambitious later I'll post some more info.
