The Kelly will regulate regen current to a set limit and cut off regen altogether at a preset voltage limit, but doesn't, AFAIK, have a voltage regulation function when in regen mode - it will either try and pump whatever current it can to the load or stop regen altogether if it sense too high a load voltage. I've played around with the settings on a similar model (and I think they all seem to use the same core firmware) and the only settable options I remember for regen are associated with the max regen current and the regen mode (whether you want it brake switch activated, activated whenever the throttle is closed or not activated at all).
I may have missed a setting, as it's some time since I programmed one of these, but I don't recall seeing a voltage regulation function in there.
