I've had good luck with the Dual Pro charging the bank when just hanging out. I think the temperature compensation on the charger makes it run home to mama when you're drawing off the bank at the same time.
Think I'm going to install a Quick Charge less the temperature compensation & bulk charge the bank in series when this type of situation arises. Wouldn't need it very often but when you need to get somewhere on a schedule...

It then stops charging because there must be something wrong. So, usually charging independently is best, but a dumb charger (series or independent) is better for your use.
