You'll need to find out more about the controller's situation. It may have separate wires out to individual coils. Then you'll need a schematic or wiring diagram to rewire the motor to be fully on. I did that with a 55lb motor.
Maybe it's a PWM controller, and there are only two wires out. In that case, you can do what you propose, or you could find a replacement PWM controller.
