In my controller I can limit the voltage as a percentage of the battery pack voltage so if I had a 48v pack and set to 75% it would translate to 36v at full throttle. I actually run direct drive at 24v although my motor speed is rated for 84v x the no load speed constant of 45 rpm/volt. What's most important is the rated current at the peak voltage you choose to run at.
