Your specification are not possible with current battery storage
technology to achieve, that's why.

My boat (17" displacement hull) had a 5.7hp engine in it. Perfect for
electric and it now works well. But I could only run 'flat chat' for 4
1/2 hrs. (Which I don't, and I have effectively enough storage to have a
quiet day out on the water.)

The power/weight/speed/run-time/cost parameters are not currently
possible. If money was no object you might be able to pack the hull with
the latest generation Lithium chemistry batteries and get a suitable
power-to-weight and run time, but it would cost. Lots.

People are building electric power boats - but like the Tesla sports
car, they are currently the realm toys for the rich. Battery technology
has a ways to go before you get affordable electric speed boats.

Some one recently post figures on the amount of energy per volume of
petrol (gasoline), diesel, and various battery technologies. There is a
very good reason that oil is still the fuel of choice and countries are
prepared to war over it's supply.
It's very hard to beat fossilised dead dinosaur as an energy source.
