That would be my recommendation as well. Changing the mechanical advantage via a larger driven pulley is much easier and less final than getting into a prop mod. 
And changing gearing is a simple linear relationship. 
At the best, changing the pulley will allow the motor to reach full revs at the same boat speed and that should be easier on the controller.
At the worst the pulley is an easy change that will generate a whole new set of data; more information is never to be despised.
